The iPad may be a new and better way to read books but that's something only US users will appreciate. The small print on Apple's iPad Features page indicates that iBooks is only available in the US. This is likely because of licensing rights, the same reason why Singapore users don't have an iTunes store. Bummer.

But it is based on ePub, so probably you can still get the content elsewhere and upload to it (the same way you upload content for iWork, via share folder).
The App Store is also initially US only.
This is just my guess.
I agree that you should be able to load your own ebooks if they are using the ePub format. However, I don't think the books will be sold outside the US for a while because of licensing issues.
That's why Apple has to create separate iTunes stores for different markets.
Just compared the iPad pages on the Apple US site and the SG one. iBooks is a missing feature for the description found on the SG page.

@Gremlin Thanks for your help! I decided to look at the Apple Singapore page thanks to you which is how I found that Maps is missing.
I am able to download iBooks app in my iPhone with my Singapore account. But all books are the free ones from Project Gutenberg. Sadly, no new books available.
I guess I will still be buying books online in other stores and uploading to the Stanza app.
